Root Cause:
  1. The file cannot be open due to the version


Findings:
  1. An encrypted file cannot be opened due to the fcl file that is not associated with the dedicated reader. The user opens his pdf file in browser instead of Adobe Acrobat


Resolution:
  1. Associate the files encrypted with its dedicated application to prevent the issue from happening again
