Root Cause:

  1. Risk Based Authentication showing 'NO_ACTIVE_TOKENS - The user has no tokens that support challenge-response or a temporary PIN that can be used for authentication (IDG WSDL using PHP)



Findings:
  1. Failed authentication for user Test/testuser10. The user has no tokens that support challenge-response or a temporary PIN that can be used for authentication.



Resolution:
  1. Update the order of Authenitcation Types for Enhanced Type in the Policies to have the Token Response (RO) as the first Authentication
