Root Cause: Cannot perform replica initialization.

Findings: 
  1. This message may appear if the master key file is not accessible.
Resolution:
  1. Access to the masterkeys.enc file is denied because of file permissions. For example, it may be read-only.
  2. Correct the permissions on the masterkeys.enc file so it is accessible and writable.
